One of the deadliest conditions a character can suffer is the slowness triggered by cold attacks. Rhyme negates this effect, which makes this especially useful for melee characters in Hell difficulty, where many monsters deal cold damage with long chill durations. Rhyme also has the highest Magic Find value in a shield, outside of using Ist runes in a shield with sockets.
